Entering the TSP Marketplace

Can Conservation Districts, RC&Ds or other traditional NRCS conservation partners register as TSPs and then compete with other TSPs?

NRCS conservation partners who directly compete with TSPs must separate from NRCS facilities prior to the partner entering into the TSP marketplace.  The partner may not use NRCS facilities, files, or equipment for the purpose of providing services as a Technical Service Provider.

It should be noted that this does not apply to partners who are fulfilling Contribution Agreements with NRCS to provide technical services.  Contribution Agreements are non-competitive and the partner contributes 50% of the cost of providing the services.
