Iowa NRCS Offering New Incentive Payments for CNMP Development Until May 28

May 8, 2007

Technical Service Providers

Through a new Environmental Quality Incentives Program (EQIP) incentive payment, livestock producers without a Comprehensive Nutrient Management Plan (CNMP) may receive up to $11,000 to hire a Technical Service Provider (TSP) to develop a CNMP for their operation. Producers may apply for this special incentive payment at local USDA service centers until May 28.

Applicants selected for funding must sign their EQIP contracts by June 29. Producers who already have hired someone to develop a CNMP or have a CNMP under development are not eligible for this payment. Producers will receive their incentive payment, which is based on the size of operation and livestock type, when the CNMP is completed. More information about finding and hiring TSPs may be found at http://techreg.usda.gov/.

A CNMP is the overall conservation system that addresses the nutrient management issues of an animal feeding operation. Livestock producers must develop a CNMP to receive EQIP funding. The plan includes details about manure and wastewater handling and storage, land treatment practices, nutrient management, record keeping, feed management and waste utilization options.

Applications for this incentive payment will be ranked at the state level and selections for funding will be made by June 15.
