USDA Requests Proposals for Wetland Easement Work

The USDA Natural Resources Conservation Service (NRCS) in Iowa is soliciting proposals of service for monitoring and managing land entered into long term USDA wetland easement programs.

As part of national efforts to work with technical service providers to implement the 2002 Farm Bill, Iowa NRCS will hire qualified contractors to ensure that USDA wetland easement sites are developed and maintained properly.

The work will include communicating with landowners, monitoring compliance with easement requirements, evaluating restoration progress, determining needed repairs, and preparing cost estimates and reports.

NRCS will accept bids for a four-year contract running through 2006. Work will begin in April 2003 and generally be completed in April through September of each year.

Prospective bidders should understand wetland restoration and management, and be familiar with NRCS administered wetland programs. A bachelor's degree in agriculture, environmental science, or biological science, or equivalent experience is required. Successful bidders will also be required to complete NRCS wetland restoration specialist certification.

Individuals and organizations may submit proposals outlining their experience and qualifications to complete easement monitoring and associated activities to the NRCS. Proposals will be evaluated on technical capability, personnel qualifications, past performance and price. The deadline for proposals is February 25, 2003.
