Program Time Charges for Storm Recovery Efforts

SUBJECT:  FNM – PROGRAM TIME CHARGES FOR STORM RECOVERY EFFORTS

 

 

EFFECTIVE JUNE 23, 2008 (BEGINNING OF PAY PERIOD 13)

 

PURPOSE.  To clarify program time charges during storm recovery efforts in the state of Iowa in 2008.

 

EXPIRATION DATE.  September 30, 2009

 

Effective June 23, 2008 (beginning of Pay Period 13), and until further notice, activities related to assistance provided to the Farm Service Agency in carrying out disaster recovery from the severe storms in May and June of this year under the Emergency Conservation Program (ECP) will be charged to CTA-General in WebTCAS through the state and local program code
IA-SL-ECP STORM FY08.  These activities include assistance in conducting site assessments, preliminary cost estimates, field layout, and certification of practice completion, and related technical assistance.

 

Effective June 23, 2008 (beginning of Pay Period 13), and until further notice, activities related to assistance provided in carrying out disaster recovery from the severe storms in May and June of this year under the Emergency Watershed Protection Program (EWP) will be charged to CTA-General in WebTCAS through the state and local program code IA-SL-EWP FLOOD FY08.  These activities include assistance in conducting damage survey reports, other assessments, preliminary cost estimates, field layout, certification of practice completion, and other technical assistance.

 

If there is a question as to what program the technical assistance is being provided for, contact your assistant state conservationist for field operations.

 

Technical assistance provided to repair practices under federal and state programs such as the Conservation Reserve Program (CRP), Environmental Quality Incentives Program (EQIP), or Iowa Financial Incentives Program should be charged to those program codes.

 

All counties in Iowa affected by these storms are authorized to use these state and local programs until further notice.  Activities for 2007 ECP should continue to be charged to the reimbursable program code for that authorization in WebTCAS.
