The Hispanic Emphasis Program Manager is responsible for assuring that persons of Hispanic origin have an equal opportunity to compete for Federal employment and promotions. Hispanics are persons of Mexican, Puerto Rican, Cuban, Central or South American, or other Spanish culture or origin, regardless of race.

The program is designed to:

  • Ensure that the Hispanic community received equal treatment in all aspects of employment;
  • Increase the total number of Hispanics in all Professional, Administrative, Technical, Clerical and other occupations (PATCO) categories, series, and grade levels;
  • Provide opportunities to participate in training and training programs, such as career enhancement, graduate studies, and others;
  • Encourage the participation of Hispanics in all NRCS-sponsored programs and activities; and
  • Provide a network of professional support for Hispanics.
